A passenger in the vehicle, 20 year old Amanda Low of Osage, was cited for Minor in Possession of Alcohol, a Simple Misdemeanor. As a result of the investigation, Thome was charged with Operating While Intoxicated (3rd or subsequent offense), a Class D Felony, No Insurance a Simple Misdemeanor, and Open Container a Simple Misdemeanor. All suspects are innocent until proven guilty in a court of law.
